Even back in the 19th century, when we tend to think that things were a bit more lax, it's good to know the city had its ducks in order in maintaining a righteous moral climate when it came to the evils of drink. Case in point, this particular action where the shopkeeper was judicious in his mannerismas, keeping faithful the city ordinances and ensuring his own liquor license wasn't taken away.
